Chester County Jail Roster Overview
The Chester County Sheriff's Office links "Inmate Search" and "Jail Tracker" to the official Chester County JailTracker portal at omsweb.public-safety-cloud.com/jtclientweb/jailtracker/index/Chester_County_SC. The portal is a Blazor WebAssembly app, and the public shell uses a CAPTCHA before roster access. Its model exposes search and display fields for name search, agency, arrest number, booking number display, arrest date, charge description, court type, offense date, court date, case number, warrant number, bond amount, bond type, arresting agency, release date, and charge status where configured.
The county jail roster is a custody tool, not a complete criminal court file. It helps with current local detention, booking, bond, and charge information. To see pleas, dispositions, sentences, fines, and case actions, check the Chester County Public Index or the appropriate court. SCDC, VINELink, and SLED registry searches answer different questions and should not be substituted for the county jail roster.

How to Use the Chester County Inmate Roster
Use JailTracker first when the person may be held in the Chester County Detention Center. The official sheriff site links directly to the portal, and the roster route is specific to Chester County, South Carolina. Because the app requires CAPTCHA validation, searches must be completed in a browser rather than through a simple text-only page.

- Validate the case-sensitive CAPTCHA or request a new code if the image cannot be read.
- Search by last name and, if needed, first name or available search-type options.

What an Inmate Profile Shows
A JailTracker profile may include custody, charge, bond, and court-reference fields. These are not the same as final court dispositions. A person can have a listed charge in jail records while the court later dismisses, reduces, amends, transfers, or resolves the case through plea, trial, diversion, or expungement.

Chester County Jail Facility
The researched local jail facility is the Chester County Detention Center at the same Dawson Drive law-enforcement complex as the Sheriff's Office, Magistrate Court, Bond Court, and Chester Municipal Court. The Detention Center mission is safe, secure, humane detention of individuals in custody while preparing them for successful return to the community.

Booking, Bond, and Court Dates
After arrest, the booking process creates the jail custody record. Detainees receive a phone PIN after booking is complete, and the PIN is specific to the person issued. Bond is handled by Magistrate or Municipal judges, not Detention Center staff. The sheriff-linked bonding instructions say bond hearings are held twice daily by both Magistrate and Municipal judges, while Chester County Bond Court lists daily bond court at 9:30 AM and 3:30 PM.
A JailTracker entry may show bond fields, charge descriptions, case numbers, warrant numbers, and court dates. Those fields help connect custody to court, but the court record should be used for the final disposition. The Clerk of Court maintains General Sessions records, Magistrate Court keeps summary-court filings, and Municipal Courts handle city or town citation and ordinance matters.
County Jail vs SCDC, VINELink, and SLED
SCDC inmate search covers inmates currently sentenced to and incarcerated in South Carolina Department of Corrections as of midnight the previous day. It does not provide information for offenders released from SCDC, sentenced to county detention facilities, under parole or probation supervision, juvenile offenders housed with SCDC, or current SCDC fugitives. VINELink is a custody and supervision notification system. SC VINE covers offenders throughout South Carolina in custody or supervision of county detention centers, SCDC, and SCDPPPS. Users can search anonymously or create an account for notifications, and assistance is available at 1-866-727-2846. The SLED sex offender registry is separate. It lists registrants and registry information, not all people in jail.

Visitation Hours and Rules
Visitors must have valid identification such as a driver's license, state ID card, passport, or military ID. Children under 17 may not visit unless accompanied by an adult, and an adult may not sign in a minor and leave the facility. Handbags and briefcases are not permitted for ordinary visitors, and cell phones are not allowed in the building. Attorneys and clergy must have professional credentials and another valid form of ID.

All inmates except state inmates must be incarcerated seven days before visitation. Dress rules prohibit clothing that exposes an undue amount of flesh, clothing with profane words or pictures, shorts or skirts more than three inches above the knee, and other items the shift supervisor deems inappropriate.
Mail and Phone Access
Regular inmate postal mail is processed off site by MailGuard / Smart Communications and delivered through password-protected kiosks or tablets. Mail should be addressed to Smart Communications / Chester County Detention Center, inmate name and booking or ID number, P.O. Box 9202, Seminole, FL 33775-9202. The inmate name and booking or ID number must be clearly printed on the envelope or postcard. Phone access may depend on classification and housing unit. After booking is complete, detainees receive a PIN. ICSolutions allows an initial call from a PIN free of charge. Holding-cell phones are usable around the clock; pretrial phone access after housing assignment generally runs 6:00 AM to 10:00 PM depending on classification. Calls after the initial call must be collect or prepaid. Friends and family may buy prepaid minutes by calling 1-888-506-8407 or using ICSolutions online.
Money and Care Packages
Money orders may be mailed to inmates at any time and must be completely filled out to the inmate. Money orders are also accepted during inmate visitation. No cash is accepted at any time for pretrial inmates. Cash may be brought for sentenced or state inmates at visitation and must be given to the Prison Camp Officer on duty, who places it into the inmate account after visitation. Visitors should not pass items to inmates.
Care package drop-off days and times are Tuesday and Thursday, 8:00-9:30 AM and 3:00-4:30 PM. Pretrial approved items include donated games such as playing cards, religious material, and continuing education workbooks. Books must be soft cover and staple free. Sentenced approved items include pretrial items plus unopened tobacco products, alcohol-free and unopened hygiene products without glass, padlocks, approved electronics, and approved work boots or shoes.
Victim Notification and Sex Offender Registry
The SLED sex offender registry is operated by the South Carolina Law Enforcement Division and is separate from jail custody. It includes registry tools such as geographic search, name search, community notifications, aliases, multiple photos over time, map information, and sexually related conviction offenses where available.
